what is a msoobe error?

ok, I just found another error on my pc. after reformatting win98, I double click on internet explorer. I get an illgal operation message saying that msoobe caused this error.
what is msoobe and how can I fix that??
 
the help says to go to C:\windows\options.......

what if I do'nt see an options folder? I searched for it, and it is not there....is that bad?
