What is a good program for editing video?

For example, dicing a splicing an exisiting movie into different segments and possibly different qualities?

Sonic Foundry Vegas 4, Adobe Premiere, or Windows Movie Maker. Vegas=easy to use, Premiere=more advanced, Winows Movie Maker=never tried
 
It depends on how much you want to spend and what you are going to do with the output. The Windows thing is free with the new XP versions, I think but it's real basic. For $50 to $100 you can go with Pinnacle Studio or Ulead and output to VCD or DVD. If you are more serious, spending the close to $400 for Vegas may be justified (Foundry's cheaper products look lame to me, haven't tried them). Premiere is only recommended if you are going to do a lot of this. Learning curve is STEEP with Premiere.

 
You could probably get along just fine with a Pinnacle software package. They have a few, they're cheap, they're easy, and they can do most of the stuff a home video producer would need (linear and nonlinear editing, storyboards, effects, transitions, text, encoding, etc)
