What is a good, inexpensive TV capture card that has no delay?

I'm considering buying a TV tuner card so that I can watch TV on my computer and also play some console games (PS2 or something). I've heard that many tuner cards have a delay making games unplayable. Does anyone know a good, inexpensive card that has little to no delay?

oh and I would like a dedicated card instead of something like AIW
