I think Borland has a free C++ compiler around their website somewhere. If I recall correctly you have to register on their website to download it though.

umm lcc-win32/BloodShed Dev C++/cygwin/mingw/borland free command line compiler and there are a few more i cant remember, just type free compiler in google
