I need a clip-on microphone that can make my voice sound clear. It doesn't have to be wireless and looking for something around $20-100

Professional quality lapel or lavaliers are almost always wireless - hard to walk around with a wire on TV. As you can see here, most are way beyond your stated budget.

There are good quality lapel mikes, however, but they are not professional quality. But, this Nady Encore I comes pretty close at $80.

Yes - Sure SM11 is very good - but just a wee bit out of your budget quote. It is used by many musicians as an instrument mike connected into the over all mixer system.

What do I need to hook it up to my computer and record?

Good question. Most sound card mic inputs are the mini-jack. The Shure SM11 connector is a standard 3-pin XLR male. So, you will need an adapter - XLR female to mini-jack.

Some here: Connect

Would the lavalier mic sound better than a dynamic or condenser? I actually just need something that sounds good with my voice like how IGN and GAmespot does their video review and such,
