IIRC http://brinkster.com has free ASP hosting, and it was pretty reliable when I used it awhile ago, but the free one doesn't have FTP, and I don't know how it compares to other services.

If this is to play & learn it might be worth looking for ASP.NET hosting, since that is the future for Windows-centric scripting.
