what is a '911 street address' ?

This guy has an address which consists of 8 numbers and letters. When I asked him whether this was a po box he replied that it was a 911 street address. Since I'm sending an item for an auction he won, I want to make sure it gets there.

When I try to print a priority mail label from the USPS site, it says the address is not recognized.

wtf kind of address is this?
 
Most likely an address that has been reorganized for GIS/E911 integrations.

Do a search on google, i'm sure you'll get tons of hits.

The address numbers are generally a smaller number, and , smaller is better due to less variables and less chance of error in the addressing scheme.
