The power supply is a Smartpower 2.0 350 watts. I think it is a fan connection. I'm wondering do I connect this to the motherboard where it says chasis fan or no - would chasis fan simply mean the regular case fan?

Just connect it to a chasis fan connector on the motherboard. I have a 400 W SmartPower and that's what I did. However, it's not required, according to the manual, it just allows fan speed monitoring.

It's the cable that the Antec PSU uses to vary fan speeds for the PSU fan and fan-only connectors. Connect it to a chassis fan header on your motherboard like he said...
