1a. old drywall that has white paint... how do i remove the paint, it looks like it has in some spots bubbled off the drywall... should i scrape as much I can with a putty knife, then orbital sand it, then prime?

2. spot priming of plaster walls that have been spackled/patched to cover holes, nail holes, cracks

2a. areas of a room having wall paper which has been removed...

1. Water based Kilz

2. Just sand the bubbled spots....even them out with some plaster or joint compound if necessary. Then prime it with oil based Kilz

3. You might want to put some joint compound on the in the spots where the glue has been scarped. Then sand it down and hit it with oil based Kilz
