What Intel CPU's have unlocked multiplyers?

Only "Intel Confidential" CPU's sent out to certain pre-release reviewers and OEMS have unlocked mults. Anyone caught selling you one of these would be in a world of legal hurt.

If you mean "new and recent" cpu's, none.
If you mean "ever", then those before P266MMX were all unlocked.

Do Intel Pentium 4-M processors for laptops have unlocked multipliers? I know that Athlon XP-M's use unlocked multipliers for PowerNow!, so does Intel do the same with their downclocking, power-saving tech. ?

i've never heard of a p4 XE... link?

i have heard of a p4 EE and those are still locked.

engineering samples are also unlocked but they are hard to come by...

Unlocked: Pentium 1, certain Pentium 2 CPUs.
Locked: all current non-engineering sample Intel CPUs.

Didn't there used to be a bios setting that allowed you to "unlock" the multiplier? I believe it was the "SEL" setting on "high". It was very shortlived, if I remember correctly, before Intel squashed it.

As every one else said the EE's are locked what is an XE though?

IMO it is BS of Intel to lock the EE's though... Spend a premium on one of those things you should have right to play :)
