What implications are there when a virus "cannot be cleaned"?

I was having trouble running newly installed .exe files and then I ran a virus scan and it found two viruses:

Troj_iefeats.a located at C:\Windows\Downloaded Program Files\f22776.exe

Backdoor.OptixPro.12 at C:\Windows\winampw.exe and at C:\Windows\system32\regsrv.exe

The virus scan said that these files could not be cleaned. Why can't I just delete f22776.exe ?

One thing I did notice is that when I deleted winampw.exe I could not open any program...so I restored the file.

Make sure that the files are not in use. Kill them in the processes tab in your task manager

I must have had a variant fo the virus/trojan...there weren't any related processes to end in the Task Manager.

I ended up deleting them via the DOS Command.

Thanks for the help everyone.
