I remember a guy at work hung a noose on his machine to symbolize his frustration with trying to get the machine to run and poking fun at the possibility that he might kill himself. That thing hung there for 10 years and nobody said anything.

Racial lynching is certainly not at the top of my list.

How about you?

a noose on it's own means nothing other than hanging, someone. I think it all depends on how you present it and to who is around that you are attempting to show it to. That, and where in the country, or specifically what country as well.
Me? Around here, if someone was simply hanging a noose from anything, I'd suspect nothing other than amusement or the individual threatening to kill himself. I would not suspect the idea of lynching/white supremacy.
now, if there is a rebel flag or the person who displayed it is wearing any kind of 'the south will rise again' bullshit clothing, then I immediately will think of lynching.
Context, it's all context-sensitive.

I get a picture of some European country hanging a few scraggly looking white people on the gallows back in the days.

With no previous context they remind me of western movies. If I was walking through the woods and just happened upon a tree with a noose hanging from it I might suspect that I had come across the site of a recent klan rally though. I've haven't heard or seen any evidence whatsoever of an active KKK presence, but the pessimist in me insists that there are probably a few die-hard bigots still donning the white sheets for old time's sake.

A noose is a piece of rope tied in such a way as to provide an expedient means of dispatching an individual. They have largely fallen out of use for their primary function, but still find their place in macabre humor, halloween decoration, or some form of genuine intimidation. The context of the situation in which nooses appear helps us realize which role they are taking and dictate the appropriate response. It's all about context really.

The most deaths from hanging are listed under forgery and counterfit.
Over 38% of hanging deaths in history.

I specialized in southern American history during college... it means lynching to me.

And yes, if you send a racist letter a black person with a string tied as a noose attached to it, you should go to jail. Just as you would if you wrote "I plan to attack and possibly kill you" in that letter.
