Wherever you saw that is out of date. The law here in Georgia was changed in 1995 to increase the age from 14 to 16, I think Hawaii officially raised their AOC in 2001 to 16.
 
I'm not outraged at the fact that one party is very young, rather it's because it goes on the assumption that both parties are at equivalent maturity levels, which is nigh impossible. If one was 96 and the other 101 yrs old, not a problem at all
