What, if any safeguards are there from the Prez saying "f-u <insert country here"

The use of the military was in Iraq was granted by an Act of Congress.

I don't know. I didn't think the pres. could just say "i'm declaring war on Iraq." and immediately send troops.

According to the War Powers Resolution, the President can act militarily for 60 days before requiring the consent of Congress. That consent has never been denied by Congess since the law passed.

he cant "declare war" but he can declare "military actions" which can redeploy troops to areas where war could break out. This however may start a war that we would be kinda stuck in at that point.

If I remember correctly, first strike nuclear options initiated by the president have to be confirmed by another person, someone who has been approved by congress by vote (appointed/nominated then approved by vote)

The president in particular is very much a figurehead - he wields no real power whatsoever. He is apparently chosen by the government, but the qualities he is required to display are not those of leadership but those of finely judged outrage. For this reason the president is always a controversial choice, always an infuriating but fascinating character. His job is not to wield power but to draw attention away from it
