im getting a a64 3500+ (winchester core) and i want to know what the best hs and fan are. the most i would spend is about $70. thanks for your help

I'm going to build a rig with the same CPU and I am going with the Zalman 7000-CU. It seems to have gotten rave reviews all over the net and is about $50. I feel sure the stock fan will do a good job if you aren't plannning on doing any overclocking. The Winchester (90nm) chip is a lot cooler than the 130nm version. Check out a comparison here :

I always usually agree with this (stock cooler because it's meant to work with the CPU)
but I get tired of recommending that cause SO many of these threads are made.. so anyways, if you must buy aftermarket, then the XP-90 is for you 😀
 
If your mobo will take the XP-120, why not go with that one? You should be able to get it, along with a 120mm fan for ~$70...
