What Happens To All The Shovels?

Every winter on the news when a winter storm comes they report that people are sold out of shovels. What I want to know is what happened to them? Come spring did they throw them out thinking they would never use them? I would have no clue (urbanized) but I'd like to know for you suburbian/rural people.

They get bent at the end because someone used it as a ice pick.
