It was tradition for presidents to only accept two terms of office, following George Washington's precedent (after his second term, he was jus tlike "screw it).

However, it was only introduced into the Constitution that a president may only serve for two terms after Roosevelt served more than the precedent set.

That was enacted BECAUSE he got a 4th term. Before that people only went for office twice out of custom.
