Gas prices started climbing before 9/11. Of course, they went up even more after 9/11, but 9/11 was not the strat of the increase.

It's my understanding that OPEC can't flood the market because largescale cheating on their supply controls means that they are actually already producing at max capacity. Was this different in 1999?

In other words, they have a meeting and all agree to limit production in order to maintain a higher price per barrel, but then they all go home and say 'hey, the prices are going to be higher so lets make more than we agreed to!'. So the production doesn't really get limited and everyone is already making as much as possible.

Dick and Dubya's Excellent Adventure had yet to begin. When you destroy a large oil producing nation, thereby cutting off a large portion of the supply of oil, what happens to the price of oil? Demand is, at minimum, constant, and probably growing.
