what graphics card would i need to get the best image quality for playing an AVi animation at 4 or less fps

it sounds silly. but i just need a graphic card that will produce the best image quality possible to go with my EIZO Flexscan L997 (1600x1200) graphics monitor with 30ms response time.

since my animation only has to play between 1 and 4 frames per second, then what would be the best graphics card to get.
