What Form Of Government for Iraq?

I'm writing a paper, very simple topic of course ;

Create a constituional framework for Iraq. Presidential vs. Parliamentary? First past the post vs proportional representation?

We need to back up our thinking of course. Convential wisdom says parliamentary is better, but I'm not so sure for Iraq. But in general, I'm just looking for people who are talking about what the new government of Iraq should look like: and I'm coming up very short on Google. Any help?

Monarchy. I would be ruler. Anyone who disagreed with me would be put to death. All laws would be created whenever I feel like making them and they don't apply to me, or anyone I designate to be 'exempt'. This exempt status can be retroactively applied, and can be repealed at any time (retroactively, if necessary).


What mroe do you need?

I don't think its outdated as much as people need to learn to apply things to the 21st centuary~ not in the 7th century. I don't think it was ever meant to be applied literally in that regard.
 
A parliamentary system would be best for such a divided country. And a federal structure too but that just might make it easier for the country to break up later on
 
Parliamentary with proportional representation. Single-district and first past the post would almost guarantee no representation to the Kurds or Sunnis, while at the same time making it so the Shias would need some sort of coalition to work successfully. However, in the end, you need legitimacy, which isn't about to happen.
