What feels faster,a high clocked dual core atom chrome book or a low clocked quad

I noticed the dual core atom chrome books are 2-2 ghz and the quad are like 1.4ghz which is quite a difference
 
It really comes down to the actual implementation, which one is faster.

My Lenovo IdeaPad 100S has a Bay Trail Atom Z3735F. It's actually fairly snappy. (Some of that could be due to a decent eMMC implementation.)

My MeegoPad T02 Compute Stick has the same CPU. Yet, it's laggy, and slows down and throttles, doing fairly normal things. I blame the lack of cooling. It's almost "junk". (Not quite, because it does work, but the experience is somewhat painful to use.)

My Dell Inspiron 15.6" Atom N2830 laptop, is also fairly snappy. I have a 120GB Samsung 850 EVO in it, with Windows 7.

TBH, it's hard to tell the difference between a 2Ghz+ N2830 and the Z3735F (1.55Ghz+ utilizing "Burst" mode) for web browsing.

Yet, the 1.33Ghz Z3735F in the MeegoPad (and lower, with throttling), is laggy as heck.
