What exactly puts Windows Phone so behind?

In my experience if you use extreme condescension you can provoke utter idiocy to expose itself for the ignorant dishonest trolling it actually is. Guess what? It worked again :)

Anyways, back to point. I don't think the Windows Phone is really all that behind. Maybe it's management getting to me but everyday people are talking about "user experience above all!". So bells and whistles comes second if it sacrifices something that makes it feel frustrating to work with.

Windows 7 is a weird example because we're not releasing Win 7 back in the 90's. If we did, then Win7 probably would be a disaster in UX (not sure, anyone try installing Win 7 on a Pentium 1 yet?)
