What exactly is Title IX?

Title IX, from what I know, is in place to make colleges have an equal amount of women's and men's sports (which is totally unfair IMHO, but that's not what I'm questioning). What I want to know is what exactly is Title IX? Is that all that it is, just an = amount of sports?

AFAIK, Title IX concerned public school sports, not college sports.

Title IX

IIRC, it deals with discrimination based on sex in general, not just in sports. I think it just so happens that sports (both public and college) is the one place in which it shows up most often.

EDIT: I was close.....it deals with discrimination based on gender in educational institutions or other institutions that receive federal assistance
