What exactly is the purpose of Windows Media Center Edition?

Is it just an easy frontend to loading up picture/video/audio folders and loading up TV turner/DVD software?

I think it's the same as XP, just has Media Center installed. Buying XPMCE is the only way to get Media Center.

How does it differ from Windows XP?

I haven't noticed any differences to the desktop or running applications compared to XP. The only obvious difference is the presence of the Media Center application, which as you say is a pretty front end for dvds, pictures, music. It's designed for easy navigation on a television )with remote control).

You can do pretty much all the things that MCE can do with XP home/pro + added apps but I personally think MCE is better.

There are cosmetic differences, it has it's own theme (called Engery Blue). Also, I think it has drivers or software for high definition television. Only differences I can think of.
