All politics is strategy.

Politics=the art of the possible.

Some people think that they've more or less figured out how people think. If they don't know, they take a poll to find out.

So a political strategist would create an ad campaign to strike fear into people's hearts, or go negative on an opponent, or whatever to be sure his candidate wins.

Once you're in office, strategists tell you which policies will create which responses, etc.

Pretty shady dealings though.
