What exactly does the personal cinema do?

What is it? Its an addon for Geforces, but what does it add? It a little confusing. Is it a TV tuner? A glorified universal remote? Whats the advantage over plain old TV-out? Does it have tivo related functions, without a tv tuner attached?
 
It adds the 2D functionality that all the ATI cards have with their Rage theatre chips. Its probably a little more advanced, but the cost is quite high too. I'd still take a more mature AIW, I really don't need a remote control for my computer... I'm not that lazy yet, I'm sitting right here.
