what exactly does minority mean?

i'm looking at this college and it says that it has a Summer Engineering Academy by its Minority Engineering Program Office. If i'm chinese, does that mean i'm minority?

That certainly depends. My wifes cambodian and her opportunitys in college were definately expanded because of that!
