What, exactly, are these things I've been getting in my mailbox?

Since Monday last week, I've been getting these things in my mailbox every now and then. What I'm wondering is, what are they, and what do they mean?

They're there to increase the timing of the bulk mail accuracy. Many kinds of bulk mail are timed, like supermarket ads, etc.

How does that work? Someone from the mailer goes around and looks for the colored things in mailboxes?
