What does turning on APIC do on my computer?

First of all you'd have to reinstall windows, or at least run a repair install. After that you probably won't notice the difference.

if gives you new interrupts 15-23, plus all your PCI IRQs will start sharing just 1 IRQ. Your sound quality will degrade as will other various low latency requireing components.

APIC is evil. I will be VERY glad when they find a true solution.

It's just power management. You can actually turn it on without reinstalling Windows. I'm pretty sure you can. It's not a bad thing, but it causes problems with certain hardware. The most obvious thing about it is that it shares IRQ's between tons of hardware.

I've always heard it called "ACPI" not APIC. But yes, you can turn it on. It is just power management...afaik, it's what makes your computer turn itself off when you tell it to shut down. I do know it doesn't like older hardware (pre 2000ish), so ymmv as far as problems go.
