What does this thing do?

It's usually found on old monitor cables. The cable goes through one end, out the other, loops back over the outside and back in the original end, shoots out the other end again, and connects to the plug. It's usually placed near the end of the cable that plugs into the computer.

Thanks. It was on my camera's USB cable, closer to the part that plugs into the camera though.
