What does this power supply output spec mean?

the 17/19A is obvious, but what's +12V1 as opposed to +12V2?

my mobo manual says the 12V for the CPU requires 18A, so is this ps good enough?

That means your PSU has dual rails. I wouldn't worry too much. I'm curious what brand is your PSU?

Dual rail on the +12V, where in 12V1(first 12V output) is rated at 17 Amps while the 2nd output, 12V2 is rated at 19 Amps. Yes it is enough since 12V2 is higher than 18 amps. Although you could have find something better.

that was an antec smart power 2 500w I was looking at.
