What does this phrase mean?

If someone (in this case from texas) says that someone, "needs to learn when to cut the bait and start fishin'." What would you infer s/he meant? In this case, i figured it out via context. But since im not from texas or a fisher/hunter/outdoorsman i really dont know what it means. Any ideas?
 
The phrase is "fish or cut bait" and it means that you need to make a decision, either do what needs doing or just give up altogether.
 
Ah, yes of course. Thanks guys. I thought it might be a bit more complicated than the proverbial, "sh!t or get off the pot."
