what does "System Thermal" means in my bios setup?

Hi Im wondering what does "System Thermal" means in my bios setup, then when I choose "Monitor" in the "system thermal" menu there will be another menu enabled the choices are "0-12%" "10-20%" etc., what does "SYSTEM THERMAL" means in the bios? is this a temperature reader? I have a Tomato ZX98-AT,ATX board (quiet old) and I believe this has no thermal reader.

A wild guess on the percentage options - reduced power to the cpu.
