What does "System Resources: 9%" mean?

What is you S/R right after a fresh reboot?

How long does it take to get to 9%?

Do you have any "network sharing" services?
 

The bandwith meter I have is part of NetMedic Pro. It's kinda old, I don't know if it's still out there.

Yes I'm on a network but I'm not sharing any files/folders so that wouldn't be the problem. My computer has been on for about 24 hours so I know it might be the 1^1000 memory leaks that Windows 98 has causing the low system resources, but my original question was "How is system resources determined?"

When you open up a program, the program asks the system to allocate resources for the program to run on. Once the program is done running, it should return those resources back to the system. However, sometime some programs doesn't do that for whatever reason. That's one possibility. Another is a program running continuously requests for more resources from the system without releasing any resources back to the system. Check what programs are running when you get to that low level of resource.

For me at least, this seems to occur the most when I'm downloading a large number of files with about 20+ browser windows being closed and opened and GetRight managing 15 downloads. All in all, more memory leaks. *doh*

20+ browser windows & GetRight managing 15 downloads? Plus your regular antivirus program and other progs in the startup group?
LOL - try checking you resources after a fresh boot and post it here.

Also, how ancient IS your PC?
 

My PC isn't that old anymore (only a year old, but it was a budget computer a year ago). It's a 500mhz AMD K6-2 w/ 256ram w/ voodoo 3. I'm constantly changing out the hdd's / cd-rom's it seems like.

I adopted that screenname when I used AOL about 6 years ago, when Pentium's were out and I was using a 386sx w/ 2megs of ram and Win 3.1.

maybe you meant 1x10^1000...
