what does "sulfnbk.exe" in windows/command do???

My Aunty got that hoax message about sulfnbk.exe being a virus and so deleted it. What does this file do? and can I replace it with a copy from my machine.
Both are running win 98

SULFNBK.EXE Warning

Basically it says that this file is a little utility for restoring long filenames in Win98. It is not necessary for the OS to run but I am sure it is better to have it than not to.

Here's the link from the page above to the Microsoft page that tells you more about the file and how to restore it. However I do recommend that you read the Symantec article before you do anything. Better safe than sorry...
