What does scroll lock do?

I haven't the foggiest idea what it does. Could someone please enlighten me.
 

It's an artifact from the command line days. I would stop the screen from scrolling down, like on a DIR. At least that's what I think it did. They should really get rid of it and replace it with something like the 10 useless extra keys on my MS Internet KB.

It was originally from the ancient times of computers when all data was stored on papyrus scrolls.

I have a belkin switch box at work for all the computers I work on. SCROLL LOCK - SCROLL LOCK - UP ARROW changes me to the next avaliable system. Switches the keyboard, monitor, and mouse. That's the only use I've ever found for it.
