It's an artifact from the command line days. I would stop the screen from scrolling down, like on a DIR. At least that's what I think it did. They should really get rid of it and replace it with something like the 10 useless extra keys on my MS Internet KB.
I have a belkin switch box at work for all the computers I work on. SCROLL LOCK - SCROLL LOCK - UP ARROW changes me to the next avaliable system. Switches the keyboard, monitor, and mouse. That's the only use I've ever found for it.
