What does "remotely queued" mean on Napster?

You get this when you try to download sometimes...
Sometimes you can force it, other times no.

It simply means rather than you queueing it, they did.

If you have a limit on the number of files one can download off of you at one time, if someone tries to go over that max number, you get queued.

A lot of times I get remotely queued when I am only downloading one song, sometimes I won't be able to download any songs, I get remotely queued on the first one, what causes that?

it mean download will start as soon as it become available

You can limit the number of simultaneous downloads by people using your system. If they set a download limit of 2 and both spots are filled, you get put in a queue to wait for an available slot.
