What does "Post No Bills" mean?

i'm sure you've all seen this in construction sites on the wooden boards.
but i could never figure out what it means.

do not post bills on the board? post what kind of bills?

am i the only moron that doesn't understand what it means?

oooh, is that what it means? those aren't bills. they're posters and advertisements. argh, had me confused all this time.

people in NYC ignore it all the time. and post crap on top anyway :)
