Pan and Scan is where the sides are cut off from the original wide screen format (or letter box) to fit TV format. It Pans and scans to the most important parts of the scenes.

the cheaper one is the "edited" version to fit in the tv presentation
it lacks japanese audio, and some scenes are cut to make it fit for general audience.
spend the extra money... it's far more worth it

Pan & Scan sucks. Go for Widescreen Anamorphic DVD's whenever possible. "Enhanced for 16:9 TVs" is also analogous to widescreen anamorphic. Be careful though, some DVD outfits are tricky and will claim to be "Enhanced for 16:9 TVs" but the DVD ends up being letter-boxed.
