What does "off sale" mean at shady liquor marts?

Generally, the smaller and more dirty a liquor store becomes, the larger the sign outside that reads "Off Sale". Yet the large, nice ones never seem to have this posted anywhere. What does this mean?

From my restaurant days, off sale means you can purchase liquor for consumption OFF the premises. Whereas on sale would be like a bar or something.
