What does Nvidea recommend coolBits or PowerStrip ?

um, probably neither. The reason coolbits isn't enabled by default is because nvidia doesn't endorse overclocking! That said, either one will do the same job (as will RivaTuner, etc) so just pick one and use it!
 
I prefer coolbits, its less visible and uses the standard GUI. Not as many options, but it gives most people what they want/need.
