What does NO ICU mean in the BIOS?

I am trying to fix the sb16 emulation and A7V IRQ problem.

I have SB16 Emulation on IRQ 5 and all the IRQ's in the BIOS are on Auto.

What does the No Icu thing I see in the bios mean?

Ok, I hope I explain this clearly enough. ICU stands for ISA Configuration Utility. The fields indicate whether or not the displayed IRQ is being used by a legacy (non-PnP) ISA card. There's 2 options - No/Icu and Yes. No/Icu (the default) indicates that the dispayed IRQ or DMA is not being used or an ISA Configuration Utility is being used to determine if an ISA card is using that IRQ. If you install a legacy ISA card that requires a unique IRQ (or DMA) and you're not using an ICU, then you set the field to Yes. For example - if you have a card that requires IRQ 10 then set "IRQ10 Used by ISA" to Yes. The same goes for assigning a DMA and also for the base address and memory block size for the ISA device.
