What does "no backplate" mean?

I am going to purchase a mobo but the person says it has no backplate. What is that? And does it really matter?

It's the I/O shield pictured in the above image. You can get by without it, but i'd prefer to have the plate specific to the board I was installing. I'm going to assume you're buying that you're buying a used board, in which case the previous owner probably misplaced the plate.

With the price I'm getting for this board, I don't need the panel.
