Is there a setting in the bios that says AUTO for cpu or advanced settings? Meaning something that's looking like if you don't set it to manual the bios ignores your settings?
I guess I could download your manual.

Hope they have a fast site. Nevermind...Newegg reviews say manual is junk.
Is this the latest rev of the bios? If not update it. Maybe you have an old one that was on the shelf for a long time.
"Pros: Pretty simple to setup, cheap. Posted on my first try
Cons: Got this motherboard and a brisbane 3600 since I figured it'd be a budget overclock system. I managed to push the brisbane to 2.4ghz no problem but I couldn't get it past that so I tried to up the voltage. It was a no go, checked the bios health and several programs and the voltage won't go up no matter what I change in the bios.
Other Thoughts: a 25% overclock is still nothing to sneeze at, but with this model's famous ability to easily reach 2.8ghz+ stable I'm left a little disappointed that this mobo can't truly adjust the voltage."

Didn't go much further. I say flash it to latest bios to see if they have voltage working now. If it is the latest, I'm not sure what to say to you

Can you return it for credit or is it old? LOL. Sorry. Just a thought if possible.
[EDIT] there are others in that link with the same problem. Voltage won't change. Again, I'd say flash it to the latest version. These are old posts so it may be just an old bios issue.
