What Does It Mean When A Cell Phone Is "Unlocked"?

I am getting the wife a laptop and she wants to use her cell phone to access the internet and email when on the road. I found the cable but after the phone model number (Motorola V60i) it says "Unlocked". I have seen reference to that term in the FS/T forum but I never paid it any attention. What does it mean? How do I go about it if needed?

Should be the same. The functionality of that data cable has little, if anything, to do with your phone being locked.
