what does Client Access Licenses mean?

I'm starting my own company, and I need to purchase Windows 2000 Server.
So what does Client Access Licenses mean?

Say I purchase this:

Windows 2000 Server and 5 Client Access Licenses (CALs) $999 Standard product plus 5 CALs

Does it mean I can install the software on 5 clients only?

 
it means five clients (workstations) can use the sever at one time

If you have 25 concurrents, you will need that package, PLUS 20 CALS

They are at Level 6 of their licensing openlicence program now, so you might want to see which class you fit in, to make it most cost effective..
