I like to do it before installation with Dos or Windows setup. I used partition magic before and I don't like the way it messed up the drive structure.

*I* just don't like it but my view is a bit slanted because I get to cleanup the mess if it fails.
During a new setup I use the built in setup utilities. Afterwards I use disk manager. If I need to resize I use diskpart. If the situation falls into the circumstances where diskpart cannot be used to resize (not contiguous unallocated space etc..) then there is a good reason it won't work and this is where Partition magic and others often goof up. I just backup, repartition with disk manager and restore in this case.
I use partitioning tool in the installation disk (mostly), Partition Manager, fdisk in this order of preference

In the initial setup, I just use the Windows installation. I've used Partition Magic for years without incident. But that is probably because I back up everything to a spare drive before I start. The one time I don't, Murphy will step in and I will be rethinking Partition magic.
Check out Acronis Disk Director Suite. It offers an automated mode for non-techies and a manual mode with all the bells and whistles. BTW, it used to be called Partition Expert.
never used partition magic. never saw the need. if i'm installing a brand new drive with win xp, i just use the winxp to create i partition for the os and when os is finished installing i used disk manager to setup the rest of the drives. the problem with fidsk and maxblast(why i stopped using them) is that they dont reserve the mb of space needed to upgrade the hdd from a basic disk to a dynamic disk. But not everyone do this so it's not a problem for them.
