What do you use lag to refer to?

i call it lag when it is not running consistently like how it is supposed to. an internet connection is one thing. when i play an bit torrent, i can totally feel the lag because the game is skippy. when i play on my laptop, i can feel the lag because my gfx card really sucks and everything is slow and such to the point where aiming a gun and firing is waaay off.
