Given that the majority of states are in trouble are in trouble (granted, this says shortfalls, which are really nothing new for most governments), I think that there is a real possibility of a lot of extra money going to them. Unfortunately, the hole could be bottomless, but if NY is any indication, the government, though slimming things up, is unwilling to make the major slashes it really needs to, and other than deficit or more taxes, it will need Uncle Sam to help out.
CCs are really without a doubt going to be making more headlines within the next several months, but I don't know how failing them out additionally would compare to money the same banks can already get out of TARP, so in a way they already are getting some assistance, I think.
