The link you posted does not say it comes with a power supply.

If there's a version of it that does come with a power supply, it's going to be poor quality like all Cooler Master's units that are bundled with cases. They have some decent power supplies as standalone products though.

It means it is compatible with standard ATX power supplies. You have to buy the power supply separately.

Where are you located, can you buy from any online shops in your country?

Is this part of a larger desktop build, or do you only need to replace the case and PSU?

My Cooler Master 750w GXII has served me well for over 3 1/2 years. I even ran 2 4GB GTX 760 SLI heavily overclocked with a heavily overclocked CPU for quite awhile. I'm sticking with Cooler Master.

The GXII series was released just two months ago. You probably own the original GX-750.

Just because a unit works without hiccups, and supports hardware that you'd expect based on its included connectors, doesn't make it excellent, it means it fulfills its very basic requirement of being a power supply. To go from that to excellent is a long way.

However, it's also impossible to say whether a unit that works in a particular build is excellent or not purely based on that fact; to determine that, you need to actually test the unit with professional tools and with sufficient experience of electronics. And that's what review sites like JonnyGuru, Anandtech and TechPowerup do. JonnyGuru gave the original GX-750 a mere 6/10 in performance - it's far from a high quality unit.

from google there are some elite 311 that came with 400w psus (mostly foreign sites, which could explain the OPs english).

without model numbers it's pretty hard to determine if the power supply is any good.

based on the naming scheme of the case + 420w version, i'm going with RC-311B-BKR400

this leads me to the power supply being called the TM-400W, which probably means thermal master 400w, which is probably a cooler master branding for their case + psu combos

closest i can find is the tm-420 probably the current 420w psu packaged with the 311

if you can take some pictures of the power supply or give us all the numbers printed on the power supply it would help.

There are actually no pictures of a Thermal Master 400w, and I haven't been able to find anything about it online, so I don't know if this model actually exists. It may just be termed that, but actually be some other PSU.
If there aren't any external labels, try to get information off the fan, or try to get pictures of the internals.

There are coolermaster cases packaged with the cm elite 400w. This might be one of those.
if this is an elite 400w it's probably either Solytech or FSP/Fortron
